English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new survey of local authorities, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK reported that six out of ten of councils are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and open spaces to support their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of authorities seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to manage growing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Increases and Wider Financial Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise council taxes next April to address the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities recently also found council budgets being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey revealed.
