Sheff Wed Confronts Serious Challenges, Says Independent Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

Sheffield Wednesday's current difficulties are seen as a "major concern" and the new football authority is aiming to acquire authority to look into club affairs in such situations, its new chair the regulator has announced.

In a wide-ranging interview, the chairman, who was named to the position this week, voiced concern towards the club's followers.

The chairman convened with four fan organizations connected to the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for English football and this week we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases referred to us if they need to be investigated and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the current owner stated during the off-season he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although the ban was rescinded in late summer.

Authority's Position

The chairman stated: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has existed throughout their lifetimes in many cases.

"I completely understand the team's plight, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

When asked if the authority might compel an chairman to relinquish a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the chairman's encountering," the regulator explained.

"However, realistically, when you look back over the history of football, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally refuse to accept accountability for the future."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to lay out the remit of the oversight body this week and maintained it represented a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment entering the sport and has come into football for the recent generations, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I fully support the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But at the same time, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the opposition group in the past.

The official donated money to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any sort of politics."
