The Failure of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from different nations. Considerable effort is allocated on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability enabled by current data. From vantage locations, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, protecting urban areas from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that European nations are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from Washington generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a total frontline collapse until conditions improve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
